  International Conference of Building Officials proposed to adopt a controversial code on fire resistance for concrete block masonry giving expanded slag aggregate masonry and a theoretical blend of expanded slag aggregate with siliceous or calcareous aggregate an unfair advantage over siliceous or calcareous aggregate when used alone; that is, without expanded slag aggregate. Members of ESCSI challenged the code.
