  The amount of coal ash from power plants is increasing year by year, necessitating its effective utilization. After a considerable effort of research and development to manufacture lightweight aggregates utilizing fly ash, Kobe Steel, together with Kyushu Electric Power Co., Inc. constructed and brought into commercial operation for the first time in Japan a plant producing 100,000 m/SUP/3/year of lightweight aggregates of high quality, approved by the Japanese Ministry of Construction.
